An elegant space
A new restaurant, Joe’s Chili Bowl, opened last friday in the former Terrace View space at Citygarden in downtown St. Louis. Not much has changed as far as the interior is concerned, which is good because it is a gorgeous space.

Some changes were made to the bar/counter area.
What has changed however is the menu. Joe’s Chili Bowl, owned by restaurateurs Kim Tucci and Joe Fresta features ”Joe’s Famous Homemade Chili”, as well as Tamales, Chili Mac, Hamburgers, Hot Dogs and more, including many Italian Specialties such as Tuscan Flatbread Pizza, Chicken Parmigiano, Lasagna and Spaghetti with Meatballs. Joe’s Chili Bowl also offers a Veggie Chili, Chicken Chili and a Grilled Salmon.

One of the best terraces in downtown St. Louis
The terrace is one of the best features of the restaurant, overlooking the waterfalls on the northeast side of the lush Citygarden. If it looks a little quiet on the pictures, we were there at 3:30 PM on a Wednesday afternoon.

Open every day
We appreciate that the atmosphere and appearance was kept like it was in its Terrace View days. The fact that it’s officially named “Joe’s Chili Bowl at The Terrace View” seems like a smart move as well as it negates the need for expensive new neon signs. The restaurant is open seven days a week from 6:30 until “late at night”. Check it out the next time you visit Citygarden or downtown St. Louis.

The menu seems a little…uninspiring, I guess? Pedestrian, maybe? Not that it needs to be a foodie-fave, but I would have liked to see a little creativity as it’s a part of such a vibrant, creative park.
I’m thinking items that would set it apart and give it something unique — alligator chili, catfish po’boys, ostrich burgers…something “original,” you know?
I have no objections to the Pasta House bunch, but this place looks like just another greasy spoon diner. How many of those places do we have downtown now?
I just think this type of restaurant is a very bad fit for this location and this building. I predict this dive will fold in a year.
It has a nice quite look about it, you can have lunch and even read a book. I like the look a lot but then Kim always has that nack about what he does. Goodluck Guys!!!
I work very close to Joe’s Chili Bowl and decided to call an order in for lunch. When the employee answered the phone she wasn’t very friendly and told me “your order will be ready when you get here”. I arrived and walked in to see about 10 servers standing around. A woman who seemed to be some type of General Manager was having a meeting with the Kitchen Manager right there at the bar. It was a very unpleasant meeting from what she was saying to him. She greeted me asking if I would like to place an order to go and I told her I called one in and she went on to talking with the Kitchen Manager. The 10 servers and a gal who appeared to be a hostess stood around looking at me. Not one of them asked if they could help me. Finally after about 10 minutes of waiting for my order I paid for my lunch. The Joe’s Chili was ok, a step above canned chili. The Joe’s House Salad on the other hand was horrible. The lettuce looked like it came from the middle of the head of lettuce. It was soggy and tasted bitter. To say the least…I will never go back to Joe’s Chili at the City Garden.
